In order to fully and accurately implement the new development concept,
accelerate the establishment of a new development pattern, and
better fulfill the important role of tariffs in coordinating the two
markets and two types of resources domestically and internationally,
in accordance with the 'People's Republic of China Import and Export
Tariff Regulations' and related provisions, starting from January 1,
2024, adjustments will be made to the import and export tariffs of
certain goods.
Stainless Steel Products:
Starting from January 1, 2024, for items listed under the
'Provisional Import Tariff Schedule,' including stainless steel
ingots, slabs, billets, and other stainless steel plate products,
the provisional import tariff for 2024 remains at 0%, the same as in
2023. For items listed under the 'Export Tariff Schedule,' if they
do not involve stainless steel materials, the export tariff for
stainless steel scrap in 2024 remains unchanged compared to 2023.
Nickel Products:
Starting from January 1, 2024, refined nickel (non-alloy nickel not
forged or rolled) import and export tariffs remain unchanged
compared to 2023. The provisional import tariff for non-alloy nickel
(75021010) with a nickel and cobalt total content of 99.99% or more,
but cobalt content not exceeding 0.005%, is set at 1%, while the
export provisional tariff is 5%. For other non-alloy nickel
(75021090), the provisional import tariff is 1%, and the export
provisional tariff is 15%. The import provisional tariff for nickel
sulphate is adjusted from 2% in 2023 to 0% in 2024. The provisional
import tariff for nickel-iron is set at 0%, and the
most-favored-nation import tariff is 2%.
Chromium Products:
Starting from January 1, 2024, the provisional import tariff for
ferrochrome is 0%, and the export tariff is 40%, unchanged compared
to the 2023 tariffs.
Steel Products:
On December 20, 2023, the State Council Tariff Commission issued an
announcement regarding the adjustment of import and export tariffs
for certain goods in 2024. This announcement includes adjustments to
certain subheadings of the tariff for steel products under HS8,
encompassing hot-rolled coils, cold-rolled coils, and coated coils.
Five new subcategories have been added, all common steel export
products, involving a total export volume of 14 million tons from
January to November 2023, accounting for 17% of China's finished
steel exports this year."
