Taiyuan City Launches Three-Year Action Plan to Strengthen Mining Safety Production

To further strengthen the foundation of safety production in mining enterprises, eliminate potential hazards fundamentally, and effectively prevent and control production safety accidents, the Office of the Safety Production Committee of Taiyuan City recently issued the "Three-Year Action Plan for Rooting Out Safety Hazards in Mining Safety Production (2024-2026)" in accordance with the relevant requirements of the provincial and municipal authorities.

The main tasks of Taiyuan City's "Three-Year Action Plan for Rooting Out Safety Hazards in Mining Safety Production" include enhancing the safety competence of mining enterprise employees, strictly enforcing mining safety production laws, regulations, and standards, promoting the dynamic elimination of major accident hazards in mines, focusing on key challenges in the mining industry structure, strengthening the governance of major mining disasters, supporting safety technology, accelerating the construction of safety management systems in mining enterprises, conducting precise law enforcement and assistance in mining safety production, deepening safety production propaganda and education, and advancing the enhancement of mining safety supervision and monitoring capabilities.

The "Implementation Plan" further clarifies the direction and objectives of the three-year efforts to root out safety hazards. It states that through this initiative, the city's mining safety assurance capabilities will see a substantial improvement. Routine surveys and systematized identification of hidden disaster factors will become normalized, and the proactive governance of major disasters will be further strengthened. The levels of mechanization, automation, informatization, and intelligence in mining will significantly increase, leading to a reduction of over 10% in underground personnel. Normal coal mining operations must meet the requirements of level one and level two standardized safety management systems, and a group of benchmark enterprises with standardized safety production in coal mining will be established. The optimization of the mining industry structure will progress further, with significant advancements in the classification and disposal of mining-related issues, and large and medium-sized non-coal mines will account for more than 20%. Standardization and informatization of mining safety law enforcement will noticeably improve, and the capabilities and strong willingness of personnel involved in mining safety supervision and inspection to identify and resolve issues will be substantially enhanced, resulting in improved law enforcement efficiency. The total number of production safety accidents in mining will continue to decrease, with a reduction of no less than 10% in the number of casualties and the death rate per million tons of coal, effectively curbing significant accidents. The "decapitation rate" of key mining counties and enterprises will exceed 60%.

Taiyuan City requires all levels and departments to deeply recognize the extreme importance of launching the "Three-Year Action Plan for Rooting Out Safety Hazards in Mining Safety Production," adopt strict measures, strengthen responsibilities, bravely assume responsibilities, and proactively plan, vigorously promoting the effective implementation of various measures to address safety hazards in mining safety production. The city aims to consolidate the foundation, strengthen capabilities, promote high-quality development with high-level safety assurance, and transform the governance model of mining safety production towards proactive prevention. This will effectively prevent and control production safety accidents, contributing to high-quality development.
