Thailand Antidumping and Subsidy Review Committee made a final determination on the tinplate imported from Korea pausing suspension placed over the past one and a half years. Prior to this, Thailand’s authority extended the time of antidumping duties imposition by six months each in May 2022, November 2022 and May 2023 due to the court suspension. However, the antidumping and subsidy committee finalized the court suspension in November making a final decision to impose antidumping duties on the imported Korean tinplate holding that the subject product sold at the price less than fair value.
As a result, KG Steel becomes subject to 3.95 percent antidumping duties on its tin-free chromium coated steel although imposed the zero duties on the tinplate products, and TCC Steel was found out to exist 8.71 dumping margins on tinplate and 4.73 percent dumping margins on chromium coated steel products respectively. the tinplate products stands for the tin coated steel sheet on the 0.14~0.6mm thin cold rolled steel sheet which is called black plate. The tinplate products are widely used for food containers and electronics components on their superior properties in terms of corrosion resistance, formability, weldability, coating and printing aspects. Tin-free-steel is a replacement of tinplate chiefly being used for containers, housings and cable as well as production of various sorts of containers because of its excellent coating fitness and corrosion resistance.
Thailand Government’s determination released this time is planned on taking place for three years from November 13, 2023 through November 11, 2026. Korea’s tinplate and tinfree steel export may be affected negatively so long as heading into Thailand, but can be controversial on whether the Thailand industries are materially injured due to the dumping in question, industry people questioned.
